The project is not only concentrated on the small planning site, because it is important to create first a structure for District 11. In this way it is possible to generate a consistent image and to guarantee the connection of the site into surroundings. With the integration of the water as an important element of the planning, the area’s quality is increased and will transform into the color Blue.
